A translator I know is also good in making software. One of his project is a SceneChangeFinder. It "reads" the video file and add a line where a scene change occurs. For translators and syncers this is a very natural way to start / stop the lines. You can import the scene changes into SE, it's prepared for it.

Personally I prefer the more accurate version with 0.15
